RTF & SMALL URBAN

The Rural Task Force Program provides federal dollars to rural counties with a population under 400,000 (78 out of 83 counties). These dollars must be spent in their geographic areas and both road and transit capital projects are eligible. Local meeting helps establish candidate road and transit projects in Chippewa, Luce and Mackinac Counties to be included in the regional RTF#11 Task Force Transportation Improvement Plan (TIP). The purpose of public meetings is to develop the TIP for the next 4 years 2023-2026.  Transportation projects eligible for funding include transit capital projects and road/bridge construction on federal-aid eligible roads classified as rural minor collectors or higher. The money is provided within two funding sources:

Surface Transportation Program (STP) Rural for improving the federal aid system; and

Transportation Economic Development Fund (TEDF) Category D for building an all-season network.

All project selection is through the Rural Task Force which is comprised of equal representation from the county road commission, the cities and villages under 5,000 population within the county, and the rural transit provider.

EUPRP&DC staff provides technical assistance to the Regional 11 Rural Task Force by coordinating and attending meetings, recording minutes, documenting project request/revisions, and submitting all documentation to MDOT Planning for inclusion on the STIP. EUPRP&DC staff monitors project obligation status and Rural Task Force program guidelines and processes and submits all project change requests. EUPRP&DC staff attends the local level task force meetings for all counties.

Road and transit capital projects are eligible for STP funds. Cities, villages, transit agencies, and road commissions located within or serving urbanized areas as defined by U.S. Census with a population of 5,000 to 50,000 are eligible to receive federal Surface Transportation Program (STP) funds from the Small Urban Program. During a call for projects, the Michigan Department of Transportation (MDOT) requests that eligible areas submit road and transit capital projects for funding consideration.

ELIGIBLE PROJECTS

Road and transit capital projects are eligible for funding under the Small Urban Program. All road projects must be located on the federal-aid highway system and within the federal urban area boundary. Projects must be consistent with regional land use and development plans. Contact the appropriate state planning and development region agency for your area to ensure projects are consistent with regional land use and development plans (contact information available on the website).

Copies of urban area maps displaying federal-aid eligible routes and route classification are available from the small urban website.

Transit projects eligible for Federal Transit Administration (FTA) capital funds are also eligible for STP funding. Examples include replacement buses, fleet rehabilitation, communication equipment, and facility renovations, among others.

The Small Urban Program will continue to fund eligible urban areas on a rotating basis. This provides for an equitable distribution of funds statewide to ensure that eligible communities can implement meaningful projects. The department intends to continue this practice to the extent possible within the spirit and intent of the current federal regulations.

Interested parties can subscribe to the Small Urban Program LISTSERV via the website. The listserv is used to notify subscribers, by e-mail, of up-to-date program information such as project selection announcements. As most program information, including approved project list, will only be available via the website, MDOT recommends Small Urban Program agencies subscribe to the listserv.
